Underground Policy

1.0  PURPOSE

In the interest of long-term economics and increased reliability of underground distribution networks, Morristown Power System (MPS) established this policy for installation of single and multi-phase underground distribution.

2.0  POLICY FOR SINGLE-PHASE UNDERGROUND DISTRIBUTION (URD)

2.1 Customer or Customer's agent must apply for URD service to the Customer Service Department at the Main Office of Morristown Utility Systems.

2.2 Morristown Power System (MPS) will, at its discretion, install single-phase URD primary distribution to any customer, provided the Customer agrees to pay Contribution-in-Aid-to-Construction of one hundred (100) percent of the difference between overhead (OVHD) and URD distribution costs.

2.3 In the event an OVHD design is impractical, MPS may charge a flat rate of

  • $2.00 per foot of URD distribution,
  • and a surcharge for each padmount transformer used, equal to the difference in cost of the padmount transformer and a conventional transformer of the same size.
2.4 Additional costs incurred by MPS due to special customer requirements will be addressed on an individual basis.

2.5 Underground single-phase services:

2.5.1 For 200 amp services, the cost is $25.00 plus $1.00 per foot from the pole to the service entrance.  Conduit shall be 2.5-inch Schedule 40.

2.5.2  For 400 amp services, the cost is $50.00 plus $2.00 per foot from the pole to the service entrance.  Conduit shall be 4.0-inch Schedule 40.

2.5.3 Underground services to padmounted transformers are subject to the per foot charge only.

2.5.4 Underground services may be installed and owned by the Customer, or installed and owned by MPS as outlined in the attached "MPS 1-Phase Underground Services"  .

2.6 All conduit shall be furnished and installed by the Customer at a depth of 36-inches along a route pre-approved by MPS Engineering Department.  All conduit 90-degree turns shall be factory long sleeve 90s.  A nylon string should also be installed in the conduit.

2.7 Conduit shall be installed in accordance Morristown City Ordinance 2415.2.8 Installer of the conduit is responsible for location of all underground utilities through the Tennessee One Call.

3.0  POLICY FOR THREE-PHASE UNDERGROUND DISTRIBUTION (URD)

3.1 Customer or agent must apply for URD service to the Customer Service Department  at the Main Office of Morristown Utility Systems.

3.2 MPS will, at its discretion, install three-phase URD primary distribution to commercial and industrial customers as outlined in the attachments: (Pole Mount - "MPS 3-Phase URD Specifications") or  (Pad Mount - "MPS URD 3-Phase URD Specifications").

3.3 MPS provides primary wire and installation, secondary terminations at the transformer, the padmounted transformer and metering at the transformer.

3.4 The Customer is responsible for providing and installing conduits along a route pre-approved by MPS, and for construction of a suitable transformer pad.

3.5 All conduit shall be Schedule 80, 2.5-inch PVC, furnished and installed by the Customer at a depth of 42-inches along a route pre-approved by MPS Engineering Department.  All conduit 90-degree turns shall be factory long sleeve 90s.  A nylon string should also be installed in the conduit.  In the event a service has an excessive number of turns, making cable installation difficult, a larger conduit size may be required.

3.6 Conduit shall be installed in accordance Morristown City Ordinance 2415.

3.7 Long cable runs may also require pull boxes which, if cabinet type, will be provided and installed by MPS on concrete pads constructed by the Customer to specifications provided by MPS.

3.8 If URD vault type boxes are necessary, they will be provided and installed by the Customer.

3.9 MPS does not install or provide three-phase URD secondary.  Secondary is to be installed by the Customer in accordance with all applicable codes and ordinances.

3.10 Installer of the conduit is responsible for location of all underground utilities through the Tennessee One Call.
